What I learned about polar vortex

A polar vortex is a semi permanent weather system consisting of a low pressure area in the upper atmosphere. Typically these are found at the poles and so contain cold air masses. Sometime the vortex moves and brings extreme cold to the region and sometimes a mass of cold air will break away from the vortex and affect surrounding areas.
